Instructions
The counseling process for NEET UG 2024 will be conducted in Rajasthan for admissions to various seats, including State Quota seats, Management/NRI seats, in government, government society colleges, RUHS CMS, RUHS CDS, ESIC MC, and private medical and dental colleges. The Rajasthan University of Health Sciences, National Medical Commission, Dental Council of India, Central Government, State Government, Hon'ble Supreme Court, and Hon'ble Rajasthan High Court have established rules and regulations for the counseling process.
The Rajasthan State NEET UG Medical Admission/Counseling Board 2024, consisting of principals from medical/dental colleges in the state, will oversee the allotment of seats based on the candidates' NEET scores, merit, choices filled, and seat availability, considering the state's reservation policy. However, the final admission will be subject to document verification, with the principal's or board's decision being conclusive. Only NEET UG 2024 qualified candidates registered with the Rajasthan State U.G. Admission/Counseling Board 2024 will be eligible for admission.
Application Fees
All candidates must deposit a non-refundable application fee of Rs. 2000.
Eligibility for NRI Candidates
- At least one parent of the student should be an NRI residing abroad or sponsoring the student.
- The person sponsoring the student should be a first-degree relative (real brother/sister) residing abroad as an NRI.
- If a student is taken as a ward by the nearest relative, they may also be considered for admission, provided the
guardian has genuinely treated the student as a ward. The nearest relative must be an NRI residing abroad.
Nearest relatives eligible for consideration:- Real brother and sister of the father (real uncle and aunt).
- Real brother and sister of the mother (real maternal uncle and aunt).
- Father and mother of the father (grandfather and grandmother).
- Father and mother of the mother (maternal grandfather and grandmother).
- First-degree paternal and maternal cousins.
- All NRI candidates must submit proof of being an NRI/OCI/PIO, such as a certificate issued by the Indian embassy/Ministry of External Affairs. If the certificate is unavailable, a duly notarized undertaking executed by the sponsor and notarized by a Notary Public of the foreign country of residence will be accepted.
- A sponsorship affidavit stating that the sponsor will look after the student and sponsor the entire course fee must be submitted.
- If NRI seats remain vacant after round 2 offline counseling due to insufficient NRI candidates, these vacant seats will be converted to management/general seats, as per the directions of the State Government.
- Round 2 offline counseling for NRI seats will be conducted before exhausting the management seats in government society colleges.
- Candidates allotted NRI seats in round 2 counseling are not eligible to participate in round 2 counseling for other seats. They must submit a bond at the time of allotment, stating that they will be liable to pay the entire course fee prescribed for the NRI seat if they do not join the allotted seat or leave the course before completion.
Reservation
Reservation policies do not apply to NRI seats in all medical colleges. When considering admissions under the NRI quota for medical courses in Rajasthan's colleges, priority will be given to NRIs with ancestral backgrounds in the state. This includes individuals whose parents or grandparents have resided in Rajasthan for at least five years at any time. To establish this priority, proof of residence must be provided, such as documents like electricity or water bills, immovable property records, Indian passport, ration card, voter ID, Aadhaar card, etc. These documents must be submitted by the ward of the NRI (including PIO/OCI). Initially, NRI quota seats will be allotted to candidates with ancestral ties to Rajasthan. NRI candidates from other states will then fill any remaining vacant NRI seats. It is important to note that Overseas Citizens of India and Persons of Indian Origin are eligible for admission under the NRI quota.

Additional documents for students applying for NRI seats
Suppose the Sponsor NRI/OCI/PIO currently resides in India. In that case, it is essential to provide a certificate issued by the Indian embassy in the respective country or the Ministry of External Affairs, Government of India. Additionally, an undertaking in the prescribed Proforma-6, executed by the Sponsor NRI/OCI/PIO on a non-judicial stamp paper of Rs. 50/- and duly notarized, must be submitted.
If the Sponsor NRI/OCI/PIO resides outside India, a duly notarized undertaking in the prescribed Proforma-7, executed by the sponsor and notarized by a Notary Public of the foreign country of residence, should be submitted. This undertaking will be considered sufficient proof of the sponsor's residence. It is important to note that the NRI undertaking must have been issued on or after the NEET 2024 examination.
In addition, Proforma-8 requires the father/mother/guardian to submit an undertaking regarding the relationship between the sponsor and the candidate. The address details of the parents and the local (Indian) guardian must also be provided as part of this undertaking. Valid address proofs of the parents and local (Indian) guardian must be submitted.
The respective colleges will independently verify the NRI status of the candidates. Candidates must submit a printed copy of the duly completed application form at the specified place or the allotted medical/dental college (as directed by the Admission Board) during the reporting process. Failure to do so will result in rejection of their candidature and disqualification without further correspondence
Choice Filling
The guidelines and instructions for choice filling will be provided along with the publication of the seat matrix. Candidates should exercise utmost care and diligence when filling their choices, considering the seat matrix and the associated fee structure. Submitting the choices within the specified date and time is crucial, as failure to do so will result in the candidate losing the opportunity to participate in the online allotment process. It is important to note that the choices filled by the candidate will be considered final for the online allotment process. Therefore, candidates are advised to make choices wisely and ensure accuracy before submitting them.
Seat Allotment Through Online Allotment Process
The allotment of seats in the first round of the online allotment process will follow the merit list prepared based on the All India Merit in NEET 2024. The order of choices/options filled by the candidates in the online application form will also be considered. Candidates are advised to carefully fill in their choices after referring to the displayed fees and the College Information Sheet of the respective college. The allotment process will be offline for the second State NEET UG Counseling 2024 round. The allotment will be based on the merit corresponding to the minimum percentile obtained in NEET 2024 for all categories, per the National Medical Commission (NMC) guidelines. The order of choices/options filled in by the candidates in the online form will also be considered.
Selection of Students
Admission to Medical Colleges will be based solely on the All India merit of candidates through NEET 2024. Candidates must meet the eligibility criteria to be eligible for MBBS Admissions 2024. Eligible candidates who have qualified in NEET 2024 will be admitted in order of merit for both general and reserved seats, except seats under the category of 'd' sub-clause of clause-4, which pertains to defense/paramilitary wards and follows a priority-cum-merit system. The seat allotment for a candidate will be provisional until the original documents are verified and the candidate fulfills the medical fitness criteria at the allotted college. Once a candidate submits their original documents, physically reports to the allotted institution, and pays the required fee, they will be considered as having joined the institution.
Conditions Related to Bond/Fee Structure
Conditions relating to bond etc. (applicable for Government colleges/Govt. Society Colleges/RUHS CMS) Candidates selected for admission to the aforementioned medical colleges must submit a bond of commitment. This bond entails an agreement not to discontinue the course before its completion and to serve the State Government for two years following the completion of the course. The bond amount is set at Rs. 5.0 lakhs (Rupees five lakhs). For candidates selected under the NRI seat category in the mentioned medical colleges, an additional bond must be submitted for the remaining course fees. This bond ensures that the candidate regularly deposits the fees for the remaining course duration. If the candidate decides to leave the MBBS course before its completion, they will be liable to pay the fees for all the remaining semesters.

- All participants must deposit the registration fee online during the choice filling process. The fee is INR 10,000/- for general candidates and INR 5000/- for SC/ST/STA/OBC/MBC candidates (applicable for allotment in Government Colleges, Government Societies colleges (RajMES), RUHS Medical College, and ESIC MC Alwar). For allotment in Private colleges, the fee is INR 1,00,000/-. Candidates who deposit INR 1.0 lakh will be considered for Government seats and are not required to deposit INR 10,000 or 5000 separately.
- The registration fee, if not forfeited as per the MCI notification, will be refunded after the completion of the counseling process to the respective bank account from which the registration fee was deposited.
- If a candidate is allotted a seat in the First Round but does not join the allotted college, they will still be eligible for subsequent rounds without forfeiting the registration fee.
- A candidate who has joined in the First Round and has not been upgraded during the second round (offline) counseling may resign on the spot without forfeiting the registration fee. However, if they choose not to resign, they will be considered a joined candidate for the second round, and rules will apply accordingly.
- Candidates who have joined up to the second round of AIQ or state quota counseling will not be eligible to participate in further rounds from the academic year 2024-2025.
- If a candidate is allotted a seat in the second round of counseling but does not join the allotted seat, their registration fee will be forfeited. Such a candidate will be eligible to participate in further rounds only through a fresh application and registration in the mop-up round.
- The registration amount will be forfeited if a candidate provides wrong information at the time of application, which leads to the allotment of a seat that the Admission Authorities later cancel at the time of joining.
- Allotting colleges must return the original documents submitted by non-joined candidates (except candidates allotted NRI seats) of the second round after the last date of joining. Such candidates will be eligible to participate in further rounds, subject to forfeiture of the security deposit and fresh application and registration in the mop-up round.
- Once a candidate joins a State Quota seat in the second or subsequent rounds, they will not be allowed to resign.
Note: No candidate can join two colleges/institutes simultaneously. Candidates who have registered for the state counseling and have already joined another college/institute through the second round of All India counseling or any other counseling will be ineligible for allotment in the State round 2 and subsequent rounds, as per the directions of the Hon'ble Supreme Court.
College Joining After Counseling
Round 1
According to the order of the Hon'ble Supreme Court dated 09.05.2017, candidates admitted to medical colleges must deposit one-year tuition fees either through a Demand Draft payable to the allotted college or provide a receipt of the electronic (online) payment made to the allotted college at the time of joining in Round 1 counseling. This payment should be submitted to the State Counseling Board at the specified place, as indicated on the respective college's website. The receipt of the electronic transaction must be duly verified by the concerned college and presented at the time of joining.
Round 2
Per the Hon'ble Supreme Court order dated 09.05.2017, candidates admitted to medical colleges must deposit fees for one year through either a Demand Draft or electronic (online) mode. The Demand Draft or receipt of the electronic payment, duly verified by the concerned college, should be submitted to the State Counseling Board at the time of joining at the specified place. Candidates must also complete other formalities, including submitting a bond/bank guarantee* (for fees of the remaining course duration) to the allotted college when joining Round 2 counseling, as mentioned on the respective college's website. Candidates who retain their round 1 allotted seat in round 2 of counseling must submit fees as per the guidelines provided on the respective college's website, along with the bond/bank guarantee* or payment through other modes (for fees of the remaining years) by the last date of joining the second counseling round. It is important to note that the registration amount will be forfeited if a candidate provides incorrect information during the application process, which results in the cancellation of the allotted seat at the time of joining. Allotted colleges must return the original documents submitted by non-joined candidates (except for candidates allotted NRI seats) of round 2 after the last date of joining round 2 without charging any amount from the candidate. Such candidates are eligible to participate in further rounds, subject to forfeiture of the security deposit and fresh application and registration only in the mop-up round. Once a candidate joins a State Quota seat in round 2 or subsequent rounds, they will not be allowed to resign. It is important to note that a candidate cannot join two colleges/institutes simultaneously. Candidates who have registered for state counseling and have already joined another college/institute through round 2 All India counseling or any other counseling, per the directions of the Hon'ble Supreme Court, will be ineligible for allotment in State round 2 and subsequent rounds. Selected candidates must bring all the required original documents and submit an undertaking in Proforma-10, confirming the authenticity of the submitted documents, along with self-attested copies, at the time of admission to the allotted college. The institution may retain these original documents until the completion of the course.
It should be noted that appearing for the allotment does not guarantee reallocation, as it is subject to seat availability and acceptance of the available seats at the candidate's rank. Selected candidates must also undergo a medical examination at the allotted institution on the notified date(s). Failure to report for the medical examination or being found medically unfit will result in disqualification for admission. The academic session will commence per the National Medical Commission (NMC) notification. If selected candidates do not join the allotted college or deposit the fees by the stipulated date, their admission will be canceled. The admission of a candidate will also be canceled if their particulars are found to be incorrect or if they are found medically unfit. Selected candidates must provide an accepted resignation/relieving letter from the institution where they are currently pursuing studies at the time of joining. Failure to do so will result in disqualification for admission. Selected candidates must carry all the required certificates and documents in original and submit an undertaking confirming their authenticity, along with self-attested copies, at the time of joining Round 1, Round 2 counseling, and the mop-up round. They must also deposit the applicable fees of the allotted college and complete other formalities within the stipulated time. Failure to comply will result in the cancellation of their admission. A candidate without original certificates/documents will not be allowed to be admitted to the allotted college. Suppose a candidate has already been admitted to an MBBS course and has deposited their certificates in any medical college/institute/university. In that case, they will be allowed admission to the allotted college only after presenting a certificate stating that their original certificates are deposited with the respective institution (except for the college allotted through the NEET-UG counseling 2024 of Rajasthan state process). The colleges will receive a list of allotted candidates and verify their credentials based on this list, checking the documents and other required certificates with the originals.
